Simplifying Access to the Medicare Savings Programs
Medicare Savings Programs (MSPs) make health care more affordable for ten million people. Millions more qualify for MSPs but are not enrolled because of complicated processes. Simple policy changes can help more eligible people access MSPs.
RETHINK MEDICAID ESTATE RECOVERY
When certain people who have received Medicaid die, federal law requires states to take their remaining property. This is called estate recovery. Changing estate recovery can help make things simpler for state staff and the people they serve.
REDUCE OUT-OF-POCKET DRUG COSTS
Most people on Medicare who get Medicaid home and community-based services (HCBS) do not have to pay anything for prescription drugs. Yet some people receiving HCBS still pay for their drugs. Fixing this policy can help more people afford their medications.
HELP SSI RECIPIENTS GET MEDICAID
Most people who get Supplemental Security Income (SSI) are automatically enrolled in Medicaid. Some states make it harder for people on SSI to get – and keep – Medicaid. Fixing this process can also make things easier for state staff.
MAKE INTEGRATED CARE WORK
People eligible for both Medicare and Medicaid deal with two different insurance systems. Integrated care can simplify things for people enrolled in both programs. Policy changes can make integrated care work better for people.
FIX MEDICARE PART A BUY-IN
Most people on Medicare have free Part A. But some have to pay expensive premiums and jump through additional hoops to get Part A. Part A buy-in programs can help, but not all states have them. Simplifying this process can make it easier for applicants, state eligibility workers, and local Social Security offices.
IMPROVE ACCESS TO HCBS
Home and community-based services (HCBS) are important to older adults, people with disabilities, and families. Yet pathways to HCBS can be complicated. Simplifying and speeding up access to HCBS can help both state agencies and the people they serve.
HELP GOVERNMENT LISTEN TO PEOPLE
Government works best when it listens to the people it is intended to serve. But sometimes complex federal rules get in the way. Policy changes can make it easier for federal officials to learn from older adults and people with disabilities.
More to Come
We are developing more state and federal model policies to improve access, experiences, and outcomes for older adults and people with disabilities. We always welcome your ideas and suggestions.
